User Moderation Policy Explained
As a community we need to commit to self-moderate. Trolls and shitposters often take advantage of the free speech environment afforded by minimal moderation to brigade us with troll attempts and shitposts. Harassing with shitpost brigades was (and is) one of the techniques employed by SRS on that other site. Our policy is not to delete these posts or ban these users, so we need the rest of the users to use their votes. Trolls will get tired if the only response they receive in here is downvotes. So sort by "New" and downvote all the troll and shitpost threads, then sort by "Hot" to browse the sub. Important threads will always be stickied
Adspam, Copypasta (duplicate posts and/or duplicate comments within the same thread), Dox, and Porn (exposed breasts/genitalia/anus/explicit sex acts) will be removed by the mod team. We will also remove posts that hijack web browsers in any way.
What is a "Concern Troll?"
Standard Answer for Concern Trolls
This sub is for documenting the attempts to drag Voat down into the mud by various censorship, advertising or shilling groups. One of our main goals is preventing the spread of PC-Driven Censorship to Voat. We watched self-righteous elitist powermods destroy the free speech environment that once existed on reddit. We will not allow that to happen to Voat.
The primary way to defend our free speech platform is to confront censorship when we see it.
If you feel you have been the victim of censorship, try PMing the mod to see if it was a misunderstanding of some kind. If this does not work, make a thread in here. Provide a link to the thread or relevant modlog. Ping the offending mod in a comment stating the issue. We will do everything we can to resolve the issue.
Use archive.is to screen-cap threads.

Shower thought: maybe a temporary 1-month janitorship of /v/niggers should be a mandatory test for whoever wants to mod any sub having over 1k subscribers. If they pass the test of controlling their inner urge to censor others, then they are proven worthy.

You're probably right but @PuttItOut tends to just do things his way with transfers even if it bites him and the users in the arse multiple times. The system hasn't changed since @she was modded and the same old system of "first to apply that meets the requirements" was used here. If that had been an SRS user they would be modding the sub now. That's how much thought has gone into this replacement. They want to give the users a say eventually but it seems like in the interim it will be no say at all because they are just too busy to address it or keep in mind how important this was a month ago.
That said, I hope he reads your idea which was the point of my pinging here.

My idea wasn't meant to be taken too seriously. More to get people thinking about ideas how to better vet people who request mod positions. Making a test or probationary period of some sort like a "trial by fire".
I can only imagine PuttitOut doesn't want to spend his time micromanaging each and every sub drama given he has much greater priorities to attend to like keeping the site floating. Keep in mind Atko retired. And I think right now, a mechanism for electing mods to resolve this issue just isn't feasible without possibly a large amount of site development work.
Edit: I don't mean to speak for PuttitOut. But as a regular user and at the same time having an understanding of what it takes to run a site like this, I understand progress will be slow. I'd give PuttitOut benefit of the doubt especially since he's alone at the helm and let him focus on keeping his sanity above all here.
