People opposed the original BoR for reasons including:

  • people would interpret it as an itemization of rights granted by government (they do)

  • if other laws don't prohibit abuses, then extra laws on top won't, either (they don't)

Know how they failed before repeating their mistakes. But maybe it's not the law that failed, because order is only as good as those who uphold it can conceive of it. So then maybe it's not the words that were wrong, after all, but the people and their ideas speaking them.
