That is a nice way of putting it. Under performance does seem to be the issue if we are discussing missile hit rate. If we are discussing the amount of treasure paid to a defense contractor then it is doing real well.

I wonder if these uncontested contractors lied all these years about the success rate of their ICBM program and now that it may be put to a real-time test with real target(s) and not dummies they control they are sh*tting in their pants. (opinion)
