That's quite a debateable point. It is an almost constant refrain amongst people who claim to have had 'mystical' experiences. Insofar as this is not simply a 'dodge' I would presume that it 'means' that words cannot capture the full description of the subjective experience. That may be true to some degree. Recently a meme has been travelling around the internet involving a dress that some people see as one color while others see a totally different color. The actual 'color' can be described objectively by the wavelength of light that it reflects, but the subjective experience isn't captured by such a description. Other examples could be drawn by comparing languages. Some languages are much more precise in describing things like number, color, scent, relationships, etc.. The particular item would be 'ineffable' in the deficient language, but quite obvious in the more 'rich' one.
