I don't know a great deal about Lutheranism, but there doesn't seem to be a consistent view among the various Lutheran groups regarding episcopal polity and the order of Bishops. For example, the Evangelical Lutheran Church of America (ELCA) does have bishops, but the LCMS, which is a more conservative Confessional Lutheran synod does not. Of course, this is one of the problems of Protestant denominations which continue to break off and schism and create more offshoots and alphabet soups -- lack of oversight regarding polity and a subsequently confused and inconsistent theology, which becomes subject to the whims of an increasingly troubled society. I'm not picking on Lutherans here. It's a problem in most Protestant denominations in general.
