Nobody can predict the future, but to me it looks like Harley misread the situation badly.

Any new tariffs are temporary negotiation posturing and gamesmanship. It's in everybody's interest to free up trade as quickly as possible and this will end soon with a big US win.

Harley damaged their brand permanently over a temporary issue. Instead of trying to nickel and dime their way to success, they could have put out a big ad like "The bean counters begged us to move production overseas because of these tariffs. We said no. America is our family and home. American made quality." and just fucking killed it in the long-term.

So you thought other countries would just take these tariffs without retaliation? The EU even openly communicated what their reaction would be. Also if they don't move their production their products will become much more expensive which means that they are of shitty quality and even more overpriced.

H-D has never been competitive. They keep their prices high with artificial scarcity and the "Real bikers ride Harleys" PR-firm bullshit.

Real bikers don't ride Harleys, real bikers build their bikes from the ground up.
