This is simply a statement of enhanced expression of aldehyde oxidase -or, and I believe more likely, enhanced oxidation as a result of differential storage and treatment conditions of mentholated tobaccos. Regardless, nicotine itself is not especially implicated in carcinogenesis; rather, particulate matter, tars, and other compounds are to blame.

There is evidence for cotinine increasing nicotine absorption and there is growing evidence for nicotine being linked to cancer as well.
