The only problem I see is that he fundamentally mischaractrizies the survivors. I doubt a group as big as 200 would be able to form, and I doubt their plans include being marauders. The groups will probably be much smaller, between 10-20 people, and they will probably be mostly white in the beginning. If a group of people like this were to run into locals, they would probably either run, or try and surrender. He doesn't even mention what would happen if the large group were friendly. Which, if they are white and prepped, they may very well be. I know in doomsday scenarios the wickedness of people is supposed to come out, but most of those assumptions are based on the horrible acts that are committed daily in the world, acts primarily committed by blacks.

I haven't read it yet, but I understand the book "The Road" is supposed to be pretty good.

Well, yes and no. It was a good read, but was a much more desperate scenario. The whole of the world had pretty much been rendered barren by some disaster. This was also something like 10 years after the event, with no way to farm. So all the people alive , are the ones that raided and ate people.
If the power grid went out, or some similar scenario happened, the biggest threat for people in rural areas would be the hordes of blacks that leave the cities when they've picked them clean. It would probably be a month or so after the event, and I doubt they'd be very organized.
