One of the things we had going when I was in the Army was a guy who would run a more "dynamic" range. We had to move, do a lot of stuff. We had targets with balloons, and some other targets we weren't supposed to hit. They tried to amp up the stress level as much as possible, because your worst day on the range is still better than your best day shooting, in combat.
Cops get to practice at a cops only range with ammo they don't have to pay for. Of course they are good shots. You are dumb if you think cops are lacking in marksmanship.

No I'm going off seeing cops at a range struggling to hit a full size target at 5 yards.

And many are former military, where they were trained to shoot before they were cops . . .
