Likely they contracted the development of the app out to a company who only does mobile app development. Unfortunately, there isn't enough naming and shaming going on so if the company does a good job no one ever knows and if they are doing a bad job no one ever finds out.
Even within a single company you can't use the brand as a reference for quality. In one big company there might be several teams that all basically do the same thing and which sales rep / service manager grabs your contract first could determine who does the work and what standards they are held to.
Also, I wouldn't call rolling your own custom signature verification library a sign of good security. Standard libraries tend to have more rigorous security reviews (many eyes) custom rolled solutions tend to have very little quality assurance.
Yep. And to expand on "Even within a single company you can't use the brand as a reference for quality" a bit, you can hit situations where companies you've contracted out will actually subcontract the job out due to time/expertise constraints. Sometimes they'll tell you, other times not. Sometimes the people they farm the contract out to are competent, other times they're the first ones to respond with the lowest bid.
