While "desert" is obviously another issue entirely, agricultural technologies don't just take a terrain "as it is" but work it and enrich it constantly to make it productive.
Chances are these areas weren't so "fertile", before these farmers started taking cares of them.
For the SA government to o claim "these bastards came and took our greatest source of food" is shortsighted, to say the least. They didn't just take them. They made them what they are.
