Just gouge your eyes out to be on the safe side.
What happens if you’re staring off in a direction and not looking at someone between takes but the person thinks you’ve been staring at them for two minutes, how do you prove you weren’t?
Do you have to keep your head down while in deep thought or going over the next scene in your head?
Will they have to erect stare walls so you're not looking in direction of people during breaks and everyone will have to sit in a row with partitions just to be on the safe side?
Can you imagine getting fired for someone accusing you of staring at them for 10 seconds lmao. And think of all the false staring allegations men will be forced to defend themselves against.
