They were never all Japanese characters, and the "white girl" character is just a robot with a human brain. Which is why this outrage campaign manages to be more idiotic than all the other ones this decade.

She is Japanese though. Her brain and body in the original movie and show are Japanese. I don't think there should be all this outrage, but I was just pointing out the reasoning behind it.

Ironically the Japanese film industry is making a Full Metal Alchemist live action movie right now with all Japanese actors even though it takes place in Europe.

Here's what the director of the 95 movie said:

"The Major is a cyborg and her physical form is an entirely assumed one. The name 'Motoko Kusanagi' and her current body are not her original name and body, so there is no basis for saying that an Asian actress must portray her. Even if her original body (presuming such a thing existed) were a Japanese one, that would still apply."

The manga never said what she was born as, and the anime movies/series shyed away from confirming her original identity. I haven't seen the Hollywood movie, but she can and has switched to other bodies when the need arises. The point GitS tries to make is that the mechanical bodies are treated like equipment, instead of their identity, which is why they struggle with the concept of humanity etc.
