A secret meeting has been called for to take place at the Verkhovna Rada in Kyiv, Ukraine. The countries invited are those who have recently fought along side of the Tuvaluan defense specialists against the ISIS forces in Syria and Iraq. Invitations have been sent out to The United States of America, Finland, Israel, The Netherlands, Iceland and Cuba. An observer invitation has also been sent to Turkey for their immense help in allowing multiple countries to mobilize and create a staging area for the attacks upon ISIS in the Northern regions of Iraq.
"My friends, I have asked you here today for a unique reason." Yuriy Sergeyev, the UN chairperson for Ukraine, wiped a drop of sweat from his brow. "The nation of Tuvalu has been stalwart in their efforts of deploying troops to aide the UNSC and other involved countries in removing the terrorist state of ISIS from Iraq and Syria. For a nation that has so little, they have taught us so much. Tuvalu has increased its navy within the last 5 years ([M] anyone have the original source?) and I propose we help them increase it some more. Being a member of the UNSC, and a fighter of ISIS, they are now a higher profile target and could be aided by some improved defense infrastructure."
"Ukraine would be happy to offer one of our new 58250 Corvettes ([M] total ship crew is 75, estimated cost of 200-312 million Euros) for Tuvalu and would deploy 10 officers and 30 enlisted Navy crew to help train new Tuvaluan Navy crew members. Ukrainian crew and officers would gradually be replaced by skilled Tuvaluan crew members, but we would be happy to have a permanent crew remain aboard the corvette if Tuvalu would be interested in a joint command. Ukraine would cover the costs of general maintenance of the vessel for 20 years and will offer mechanical assistance and support afterwards."

"We call on all nations involved to help increase the size of Tuvalu, if Tuvalu agrees to it. I propose an addition of 2 square kilometeres of land for Tuvalu over 10 years, which would involve sand dredgers moving land from the bottom of the ocean floor and a large import of rocks from external countries to stabilize those regions. We would hope that interested nations could take part in helping Tuvalu have a larger land mass and small port that could support its own new vessels as well as visiting vessels from other nations to increase trade, diplomatic ties and defensive co-operation."
