Stopping attacks isn't what fortifications are supposed to do. The purpose of fortifications is to force greater economy with engagements from the enemy and allow defenders to better manage their defense. A location that could once be easily overrun by a few dozen highly motivated men with mortar or RPG support, now needs a few thousand men with artillery and air support. This isn't practical for insurgents as they operate with limited resources as no fighter fights for free. So, they rely on infiltration to gather information, sabotage, test defenses, and target high value enemy targets.
