It was a clever solution to a safety requirement of the time. If memory serves it had something to do with having this negate an airbag requirement of some kind.

Yup, though I'm not sure I can agree with 'clever.'
But, yes... It was mandated that they do one or the other, until the airbags became mandated.

I mean, for them it was. It was cheaper to introduce this as a stopgap than to build the entire airbag system and integrate it.
