It's much worse than that. It's broadcast unencrypted, so any antenna or satellite dish can catch it. And some of it is streamed online.

BUT you're not allowed to watch it unless you pay for that TV license. So it's not really "open to the public" at all. You just have to pay for it. Almost as if it was already privatized.

Except! If you don't pay for, then the government will track you, send you threatening letters, and even show up in person. To do inspections. To ascertain that you don't have the means to watch it. Because, if you have the means to watch it, surely you won't be able to resist watching it. Of course, since it's broadcast everywhere unencrypted, simply owning a TV, computer or smart phone is cause for suspicion. But we caan't have you watching The Beeb without your Loicense now, can we?

Well, to be fair, the British do love them some BBC. BBC reminds them why they continue to let in so many Africans and Muslims. Frankly, for the British, it's all about the BBC. Why, it's many a time I've spoken with English girls, and they say that their BBC has taught them how to be women, and the hard lessons of the modern world. If not for gathering around the BBC, them and their female friends wouldn't have anything to do on a Saturday night. Just ask them how much they love them some BBC. And the men love to see their women enjoying the BBC. They love to watch, let me tell you. Hell, they are completely comfortable paying for their women to be entertained and fulfilled by the BBC.

My wife pays for it because she watches tv even though I've said just fuckin torrent or download shows you want.

Any time a bbc show is on i'll rip it apart until she asks me to leave or turns it over.
