I'm not confused at all. That feature was implemented two serve two purposes. First, someone could post a link to np.reddit.com and not be accused of encourging others to vote brigade. Second, it probably does scare away some users from vote brigading. So in that sense, it's an effective tool considering it's not even an official reddit feature.

If you click on a post that directs you to a post within another subreddit, you have no business voting within that subreddit whatsoever. You don't go into your neighbor's house and tell him how to live his life, just because you live next door to him.

If you're going to call the feature "retarded" then why don't you learn programming and write the code that prevents vote brigading?

Good point.

If you are scared off by seeing something like that then you probably get scared by hearing the wind blow.

Um no. I can go on whichever subreddit I want, and vote however I want. You aren't limited to just a few subreddits, and if you are then Reddit is a bigger piece of shit than any other online forum in the history of the internet.

I've been programming for years, so I don't see the point of learning how to do something that I already know. And I don't give a crap about vote brigading, so why would I write code to stop it?
