It's in reference to concealed carry of weapon permits.

No-issue: illegal for everyone to carry a concealed weapon. (Exceptions for police and such)

May issue: The state takes applications, sees if they obey all the rules on concealed carrying and then decide if the applicant will be given a license.

Shall issue: The state takes applications, checks to see if they follow the given rules, and then gives a license if they do.

Few more details, but that's the gist of it.
