Rolling simply means that you receive updates to packages, pretty much, as soon as they are available.
Non-rolling or staged release distros typically hold back updates for months (unless they are critical security updates), and then have a new version released that you have to upgrade to, in order to receive them.
They mean the same thing, you are upping the version of software packages installed on your system, the only difference is the scale.
Upgrades are larger, as they contain more software packages in need of updating, owing to the fact that the distro maintainers have held them back and allowed them to accumulate.

Ubuntu is a stage release. Manjaro is rolling.

What's the distinction between "update" and "upgrade"?
Is opensuse a good choice for "rolling"?
