Almost all distros allow you to customize before installation. Most people just click yes to default because they don't want to deal with all the set up. Debian has an advanced graphical set up that lets you customized everything before installation including the desktop environment.
Want even more customization, install arch.

Debian has a graphical installer now? Nice.

Yep, point and click everything. The old version is still there if you prefer it.

First command systemctl: systemd. NOPE.

Slackware allows you to choose what package classes you install before installation (rather cryptically denoted with letters like chan board names), and I believe Debian allows you to choose a role (server, desktop etc) for the installation beforehand as well.
This isn't terribly exciting really.

Want to really configure your OS before installing? Install Gentoo.
