Isn't that up to the Grub maintainers?

Grub provides, but the distros do not. They make it harder and harder to mix 32 and 64bit.
You'd need to create your own Frankenstein live USB with 32bit Grub and a 64bit distro.
This is only an issue with the asshole manufacturers that provide hardware with 32bit EFI paired to 64bit processors. Which I believe is just a ploy to make it harder to install any OS other than what it has come installed with.

Luckily I haven't had to deal with this yet. Looks like even windows has problems with this depending on the bios manufacturer.
