Tried everything that I have found online. I have a shitty gaming laptop running an Nvidia 670(or something like that). Official drivers don't work, slow as hell and buggy. Unofficial drivers fix the screen tearing while browsing the internet but does not fix it in games, and yes I made sure I had VSync on.
I have attempted multiple forums online and the consensus was that I had a piece of shit that needs to be burned with fire.

I installed the beta, will it upgrade to the finished version through updates or will I have to install over?
My first go at Cinnamon, after trying XFCE, must say I'm pleasantly surprised. Everything works better on my laptop than it did in 17.x, including my touchpad which never worked correctly before.
Only issue, which is small and might have a solution, is that I can't seem to get the windows to open where they were before, and default is center for some reason?

I've checked update manager daily and kept my system updated. I only had one update, which was a kernel update, that I've postponed but installed it now. Looks like things are in order! Except those windows, though it worked last week, after a few updates it started opening center, and is now set to automatic, which seem to open the windows a bit randomly, and my browser which is normally located on the right side of my screen now opens a little off the left side of the screen.
Anyway, it is a minor annoyance rather than a problem.

The notes there say to wait till next month and they'll have a solution. There's a bit more work in this one because so much has changed on the Ubuntu side.
It will also be possible to upgrade from Linux Mint 17.3. Upgrade instructions will be published next month.

I'm an Arch user, but if I recall correctly the command line to upgrade Debian/Ubuntu distributions is something like "sudo apt-get dist-upgrade" (for distribution upgrade).
Edit: Not sure why I'm getting downvoted for this. If I'm wrong, someone point out why because last time I was using Ubuntu/Mint this was the correct way to do full release upgrades.
If Mint has taught me anything, it's that you go through Mint's official upgrade paths and nothing else unless you want to break your shit. apt-get dist-upgrade works fine on pure Debian though.

Not sure why you wouldn't be able to use that command. The only reason Mint will be waiting(like in my reply above yours) is because Canonical recommends waiting for the point release 16.4.1 for Ubuntu LTS users because 14.04 users will be used to a rock solid install and Canonical aims to have all the bugs ironed out by 16.04.1 which is due in July next month.
It's only a recommendation.
Upgrading from Ubuntu 14.04 LTS or 15.10
14.04 LTS to LTS upgrades will be enabled with the 16.04.1 LTS point release, in approximately 3 months time.
To upgrade on a desktop system:
Open the "Software & Updates" Setting in System Settings.
Select the 3rd Tab called "Updates".
Set the "Notify me of a new Ubuntu version" dropdown menu to "For any new version" if you are using 15.10, set it to "long-term support versions" if you are using 14.04 LTS.
Press Alt+F2 and type in "update-manager" (without the quotes) into the command box.
Software Updater should open up and tell you: New distribution release '16.04 LTS' is available.
Click Upgrade and follow the on-screen instructions.
Straight from the official wiki page which is basically the same as your command.
That said I'm not sure if this would work on Mint because It has some of it's own repositories but I don't see why not either.

Also note there is an alternative:
I'm currently running Devuan & Mate, and it is far and away cleaner and faster than Mint.
Now, the install is not as nice, many of the tools are more complex, but all in all, it's largely been an upgrade for me.
Highly recommended.

Just click your update manager and you'll be on final release. Might even fix the window issue.

Not the OS it self the "company" that is distributing it read the link below. http://www.trendmicro.com/vinfo/us/security/news/cybercrime-and-digital-threats/linux-mint-website-hacked-iso-downloads-replaced-with-a-backdoor So they basically had nothing in place to detect this and if you dig deeper you'll see more internal issues there.
