I've recently upgraded my laptop from 15.10 to 16.04 and soon started wondering why is my shutdown time taking ages instead of minutes. I came to know from this post that the cups-browsed.service is the culprit here. So, I just disabled it using:
systemctl disable cups-browsed.service
and restarted my machine, post which I'm getting a normal shutdown. Hope this helps someone who is suffering from this same fate.

Common Unix Printer Service. Its basically the daemon that gets your printing stuff done on linux. I don't personally use printers, but had the service running and this particular component turned rogue in 16.04. But as /u/BurnedKirby suggests, its possible that this component only relates to the web interface.
