I've recently upgraded my laptop from 15.10 to 16.04 and soon started wondering why is my shutdown time taking ages instead of minutes. I came to know from this post that the cups-browsed.service is the culprit here. So, I just disabled it using:
systemctl disable cups-browsed.service
and restarted my machine, post which I'm getting a normal shutdown. Hope this helps someone who is suffering from this same fate.

cups is used for printing on Linux. If you suddenly can't print after applying this change, you may have to
systemctl start cups-browsed. Well I haven't checked but if cups-browsed only provides the web interface then maybe you don't have to worry.
