Being useful to people is part of the scope of a global standard. It's hardly any additional complexity and arguably having a non-day of the week is an equal amount of complexity.

It's still a day, you just don't call it one of the standard names, you call it new years day. I think it would be better to call it new years eve since that would make more sense. I guess on leap years you could call one leap day or something like that.
