Facebook's algorithm relies heavily on user interaction to reach about 50% of a page's base following. The other 50% is "pay-gated" and any further advertising is inflated with fake accounts created and used simply for generating click revenue for facebook. They are never active followers of a page. I tested this out with a page I created and $10.
Started from 0 likes. Reached 90 with all $10 used. None of which ever like a post, comment, or interact at all. It also looks like most profiles originate from india.
