Unless something is straight fresh shit, compost tea won't burn. Fish emulsion is pretty good and guaranteed not to burn your plants.

Only fish emulsion I could find was something like 15-0-1 or 1-15-0 which doesn't seem remotely close enough to balanced to be good for otherwise healthy soil

Unfortunately anything organic is going to be unbalanced (for what you're looking for). A good soil needs nothing added to it, and fish emulsion should be treated as supplemental not substitutional. Get by on what you can now, do some topdressing. Then in the fall /winter work in as much damn compost/organic material/animal poo as you can find. You may find you don't even need any additional ferts.
