Tomatoes are fucking pussies, they can survive cool weather (like 50s and lower) alright, but even remotely cool weather + rain = dead.
Almost every plant I've ever tried transplanting before night time temperatures started to stay at least around 50 (a little lower is somewhat OK) dies horribly, the ones that survive are set back like 2 months of growth. IMO it's better to let it outgrow its starting pot a little bit than it is to put it outside while it's still cool. You add rain to anything below 55 and it's guaranteed dead in my experience.

When can herbs go outside?

The ones I have outside in a planter just survived winter where it hard froze several times and they look healthy as fuck. I'd say get them going inside until they're healthy and then put them outside as long as it's not going to stay below freezing for more than a night or two in a row.
