I second this comment, wait for roots and then pot then replant where ever, or wait till the plant goes to seed, collect and sprinkle seeds (there will be a lot) enjoy a ton of new catnip plants!
(buy rooting powder for softwood should help but not really necessary- follow directions,
willow branch clippings may help encourage a stem to make roots when put into the same jar/bucket of water)

you have to root the cutting before planting it.
I was taught to put the cutting into a small glass of water until roots start to form then put it in a small pot.
