There are ways around that.
The country could be put under a special administrative government, with an aim of internal development. Then, once the country had reached a predetermined threshold of progress, the process of unification between the two countries, could begin.
I don't expect Korea to be unified for at least a couple of generations after the current NK Government falls. It will take a lot of time to both develop the country and deprogram its people.

The DMZ is the best deterrent for that. That stretch of land is riddled with landmines and other death hazards.
More likely they'll try and rush North into China.
