The legislation does say that it will focus on people with a strong grasp of English that will have the easiest time assimilating. I think this precludes a lot of East Asia, seeing as many of them have a tenuous grasp of English at best. However, that does still leave a large portion of Indians who would qualify, as you mentioned.

I'm hoping that it's worded this way in order to avoid suspicions of blatant racism, but that in practice Europeans will be favored over Indians and East Asians.

Also, if you get a chance, would you mind linking the Richard Spencer video?

His point about Vancouver is definitely very interesting. I think that the bill's reduction in overall immigration is very very beneficial, and I remain hopeful that the phrasing "more fluent in English" is coded language for European. However, I do see his perspective on why this bill could be concerning.
