Your observations that many low-level government employees that people see on a daily basis (post office worker, DMV drone, airport security) are black feel right, but I think your interpretation of why this is the case is up for debate.
I have no data on this and might be proven wrong, but I'd bet that many white people are simply choosing not to apply to these types of jobs because they'd be bored to tears.
Many government jobs that people see on a daily basis are monotonous and not mentally challenging at all. You basically have to throw your sense of judgement and common sense out of the window and follow a big rule book or set of common procedures day after day, with no room for independent thought. Things have probably gotten worse since 9/11 mandating more security, paperwork, correct following of procedures, etc.
