You fool. They dont regulate the intelligence level of the person making a design and they dont regulate the activity of designing a structure. They regulate the activity of building a structure only when it is a public safety concern.

If it's a chicken coop or a storage shed on your own property out in the middle of nowhere then nobody cares what the design is. If it collapses on itself then it's only your own property that gets destroyed.

Are you in Europe? In the US there is no "local building ordinance director" outside of cities and towns.
