I believe that 1917 was the time given for Germany; the higher-ups in the military had decided that by 1917 Russian infrastructure would have improved enough that they could just overwhelm Germany from sheer numbers, technology be damned, Russia had to be stopped before then (like annexing the land that's actually usable for growing crops, like Germany did in its place agreement with Russia.)
