I would recommend reading both Herodotus and Tacitus with a map. The map makes it easier to keep track of the locations of the events. Eventually I printed one out in sections and had notes and pins in it.

I also like having a map nearby when I read such histories. I find it helps retention of what a person has read. One of the recent books I have read, 'A Handbook of Greek Art', would have been far less comprehensible without the maps in the back. The text referred to many lesser known places that don't immediately call to mind a location. I like your pins idea. It wouldn't orj for me though. Cats.
