I don't think so. what kind of volatile gas outlet is left open/on/online (explosion) while off line cleaning is occurring?

It'd likely be a leak, from cutting corners. When cleaning, no doubt, they'd expect to wait a period for the air to clear. The manufacturer, or assembler likely value income over life.
Due to corrupt government, much like the oligarchy in the US, they are not rewarded for quality work.
