All countries have immigration, and it's still about 1%, most from Korea and mainland China.
Look at the tables; If there is a 20% increase, it's from the year before, it's not 20% of the national population, its an increase on the previous year's migrant quota.
Some years in Japan saw a net immigrant total equaling two individuals, not 500,000-1.5million like some other nations.
