Part of it is staffing is very difficult for businesses right now so shortening hours reduces the amount of labor necessary.

With a built in excuse (Covid) and the amount of quarantine time needed after exposures, it’s getting hard to find people to work part time jobs.

I dont think that is true for where I am at, they seem fully staffed. Doesn't make it any less logical.

If labor cost are a concern to have extra people on, they should just be thankful that they are still allowed to do business right? Unlike many other smaller businesses.
