Nice work! Thanks for gathering and organizing that info.
I would suspect any state with greater than a 70% participation rate. They would be worth more scrutiny. And an interesting data point would be how many of those have Dem govs and if they are a part of the 6-7 problematic states in this election cycle.

I noticed that they removed the population numbers from the tables earlier in the year. Adding in population and comparing the 11/04 figures with pop from Aug.
