I did quite a bit of work in the garment district in LA back in the 80's. One of my clients was "Garments USA" and thats exactly what they did for years. A shop full of immigrants working for pennies making "Made in the USA" labels. The labels were made in the USA. Pretty much everything that got one was made somewhere else. Shiploads of crap would go from the docks to their factory for labeling (final assembly) then off to the retailer. All perfectly legal.
