I read an AP 'fact-checker' claim that it was set up before the riots started, as a COVID camp for the homeless.
Nice excuse. Planning ahead.
Scumbag Mayor Ted Wheeler has been pro-Antifa pro-riots all this time.

A group called 'Street Roots' was a partner in the project.
The nonprofit 'JOIN' holds the site agreement for the campsites, according to Katrina Holland, executive director of the organization.

Camillo Massagi (aka Trumpet Man) was identified in the video that exposed the camp after having recognized him from previous riot videos. He is one of many who have been charged in the riots for various crimes and then quickly released back onto the streets.
Another organization calling itself C(3)PO (Creating Conscious Communities with People Outside) was involved in forming the camps.
The City of Portland and JOIN (Joint Office of Homeless Services) are sponsors for the camps.
Other non-profit groups were also involved in the effort, but may have been hoodwinked as to the real purpose of the camps.
A group called SHARE is also involved. SHARE has connections to the local government in Portland. SHARE pays demonstrators/rioters to take part in various activities, including riots.

In March, Street Roots published a proposal for funding, and in May, "in line with Street Roots' campaign, Wheeler earmarked $500,000 in contingency funds for an alternative first response to crises on the streets."
