To an extent, some immigration for highly skilled workers is a good thing. You want the best and brightest of other nations to be kicking ass for America, not China or others. Think of Operation Paperclip and its benefits to the US and imagine if all of those geniuses went to work for the Soviets how different the world might have ended up today.
What I think the best approach is might be an algorithm that pegs worker visas to some kind of objective standard like unemployment rates and other economic indicators. In good times we can open up the spigot a bit and allow more workers to come in. In bad times, we need to shut new workers down to all but the most skilled geniuses.

The problem is that there's no "highly skilled workers" but just indian scammers. Operation Paperclip is not a good comparison, because indians haven't build nor invented anything of the scale or importance Germans did. No, whites do not need indians for anything. H1B is just a scam.
