I don't know how it works in New Zealand, but doesn't the jury generally just declare guilty, then the judge sets the punishment?

The jury might be just as mad as we are about this.

Yes, you are right. The jury does declare guilty or not guilty, then if I remember right, they or the prosecutor recommends a sentence and the judge decides the punishment. It's been quite a few years since I was on a jury. :)
