I'd interpret that as "in any case, no more than 2%". It is hard to imagine even a $100 million website.
But, it does suggest 98%, as a minimum, was excess, and probably used for something else.
One might think Congress would want to look into that, even back then.
Then, I'd be wondering why it was awarded to a Canadian firm.

Because we are owned by ChiComs and Iran in Canada. It likely went straight to the MB
