Clearly something is amiss as no website could ever cost $5 BILLION ! !

Feels a lot like laundering. Zero using it to fund some more of those friendly groups he encouraged, with our money of course.

Its true, and was caused by ONLY desperately trying to hire BLACKS and BLACKS WOMEN top to bottom to do it.

That included all contractors, all sub contractors, all levels. ALL WORKERS on it.

The problem? For 5 billion dollars you cannot get or train a chimp to code.

IQ is not quantitative , IQ is qualitative.

1 man can outthink 10,000 gerbils. 1 man can out-think 100,000 gerbils, 1 man can out-think 1,000,000 gerbils.

According to sutdies, Blacks lack IQ, so requiring blacks to do all the work, resulted in $5 billion fiasco.

African nations themselves, are living examples of letting Blacks organize large projects.

Are you really that daft? You fall for their divisive programming so easily that this is your explanation as to where 5 billion went? Because "blacks are dumb"?

It doesnt occur to you that they laundered 5 billion out of country to aid your enemies?

What website costs even a hundred million dollars?

I'd interpret that as "in any case, no more than 2%". It is hard to imagine even a $100 million website.

But, it does suggest 98%, as a minimum, was excess, and probably used for something else.

One might think Congress would want to look into that, even back then.

Then, I'd be wondering why it was awarded to a Canadian firm.

Especially given that both IBM and SalesForce offered to do it for free. Either would have completed on time and on budget.
