Maybe and I hate to suggest this... maybe the department of education needs to be given a mandate of fixing the STEM problem (and preferably not one in which a single gender is identified as being recruited for STEM)

The state Departments of Education need a period to start accepting the responsibilities for maintaining educational standards. Advertising and giving grants to successful programs only. Preferably one with a defined limited timeframe for further cuts...
