Yes, with a bar code connected to county, city or just to the voter in question. That way a voter could look up their barcode to make sure it was recieved/counted. Have small cards with the bar code that matches the bar code on the ballot peeled off and stuck to a card that is given to the voter when they submit their ballot and/or a way to look up their ballot online to make sure it was scanned and counted.

Unfortunately, this defeats the rational for secret ballots. It makes buying votes much more effective, because the buyer could now verify that he got what he paid for.
