Have some medical background, given the circumstances of his demise suicide apparently by hanging resulting in cardiac arrest no one in the prison had the legal authority to declare him dead. Unless it's beyond reasonable doubt i.e. his head was severd from his torso or visible sogns of death such as rigor mortis or decomposition. They legally had to treat him as alive - intubate and cpr only the doctors in the hospital have the authority to declare his death. They followed protocol, it can be very difficult to be certain a person is dead so you treat them as alive.
