First you only perform CPR on someone with no heart beat or breathing; in other words dead. Then you transport to hospital until doctor declares dead. Done everyday in nyc.

That's really way too simplified. At least here (not NY) we have a defined checklist to determine whether to initiate resuscitation. If that is determined we never transport and it becomes the responsibility of the ME from that point on.

But if they find a dead guy, laying in a cell, how do they call cardiac arrest and start performing cpr for that, and all the news outlets start screeching cardiac arrest?

Especially a dead man with a noose around his neck? What fucking genius walks into that scene and is like "yep, this man obviously suffered a fatal heart attack."?

Cardiac arrest just means heart stops breathing. Doesn't mean active heart attack. If they had no idea how long he had been down, starting CPR is not unreasonable.
